Project:

Redevelopment of the existing 319 space surface parking lot and vacant land at the Solana Beach Train Station.  North County Transit District (“NCTD”) will construct and operate a 517 space underground parking garage for Coaster, Amtrak, bus and bicycle users and an expanded drop-off and queuing area for autos, buses and taxis.  Shea Properties will ground lease approximately 5.7 acres of the site, including the top of the NCTD parking garage, from NCTD and construct a mixed-use, transit oriented project of public plazas, office, retail and restaurant space, and housing.

Goals:

In 2000, the City of Solana Beach and the North County Transit District adopted specific objectives for the train station project: City of Solana Beach Project Goals 

  1. Provide long-term parking solutions
  2. Support rail transit
  3. Generate a long-term revenue stream
  4. Develop a transit- and community-friendly project
  5. Adhere to the Regional Growth Management Strategy’s Land Use Distribution Element principles
  6. Complement the existing commercial district
  7. Consider the concerns of the residential community
  8. Facilitate traffic circulation
  9. Consider the accepted conceptual plan on a good faith basis

Project Description:

The proposed project, known as Cedros Crossing, will increase and improve Train Station parking, compliment the existing train station and the Cedros Design District, and fit into the surrounding beach community.  This is the final phase of the Train Station development approved by the City of Solana Beach in 1991.  The revised project proposal includes:

  • 965 total parking spaces, including: a 528 space underground parking garage, with secure bicycle parking, for bus, Coaster and Amtrak users; 381 parking spaces for the private development; and approximately 56 spaces of on-street public parking.
  • Public plazas with fountains, landscaping, benches, shops and cafes at the corner of Cedros and Lomas Santa Fe and at the Train Station drop-off area.
  • Shops and restaurants totaling approximately 21,100 square feet to serve Solana Beach residents, transit patrons and visitors to the beach.
  • Boutique office space of approximately 11,100 square feet.
  • 141 rental lofts with underground parking, a clubhouse and pool.
  • Over 25% traffic reduction compared to the project that was previously approved by the City of Solana Beach in 1991.
  • Potential for up to approximately 90,000 cubic yards of excavated sand that may be placed at Fletcher Cove to help replenish the beach sand.
